Recently, the People's Government of Wuhu City, Anhui Province, issued the "Implementation Opinions on Accelerating the Promotion and Application of Photovoltaic Power Generation" (hereinafter referred to as the "Opinions"). The Opinion clearly states:
Installation target: By 2025, the installed capacity of photovoltaic power generation in the city is expected to reach over 2.6 million kilowatts (2.6GW).
Building supporting facilities target: By 2025, for all new public institution buildings in the city suitable for installing photovoltaic roofs, efforts will be made to achieve a photovoltaic coverage rate of over 50%.
Core measures
1. Comprehensively promote photovoltaic applications:
• Vigorously implement the application of distributed photovoltaic power generation on rooftops.
• Orderly promote the construction of centralized photovoltaic power stations.
• Coordinate the development of photovoltaic resources.
• Support the application of "photovoltaic + energy storage" systems.
• Promote the development of the photovoltaic industry.
It is worth mentioning that in the field of rooftop distributed photovoltaic applications, enterprises like Solar First Group have been actively practicing across the country. The group recently announced that it has successfully completed the construction of multiple building-integrated photovoltaic (BIPV) roof projects in cities of several provinces including Fujian, Guangdong, Guangxi, Henan, Hubei, Hunan, Jiangxi and Zhejiang, which are widely applied in industrial and commercial parks and other scenarios. These projects not only directly utilize idle rooftop resources for power generation, but also demonstrate the mature application and promotion potential of distributed photovoltaic technology in China.

2. Strengthen policy support and implement financial subsidies for photovoltaic projects:
• For new photovoltaic power generation projects equipped with energy storage systems:
• Energy storage batteries should be selected from products that comply with relevant industry standards.
• Subsidies will be provided to operators based on the actual discharge volume of the energy storage power station, with a standard of 0.3 yuan per kilowatt-hour.
• The subsidy calculation period starts from the month following the project's grid connection and operation.
• The annual subsidy cap for a single project is 1 million RMB.
• Applicable project scope: Projects that are put into production from the date of issuance of this document to December 31, 2023.
• Subsidy period for a single project: 5 years.
• For the roof reinforcement and renovation of existing buildings carried out to meet the requirements of photovoltaic installation:
• A reward of 10% of the cost of reinforcement and renovation will be given.
• The upper limit of the reward for a single project: no more than 0.3 yuan per watt corresponding to the installed photovoltaic capacity.
• Applicable project scope: Projects connected to the grid from the date of issuance of this document to December 31, 2023.
